海角禁区 Announces Appointments of Two New Board of Trustees Members

海角禁区 (MC) welcomed two new Board of Trustees members in July. The Board of Trustees of 海角禁区 is the institution's legal governing body and is comprised of 10 community individuals who are appointed by the governor. The new Trustees are Ms. Jacqueline Manger and Ms. Marcia Brown Mintz.
Trustee Jacqueline Manger
Ms. Jacqueline Manger was appointed by Governor Wes Moore to a six-year term on the 海角禁区 Board of Trustees beginning July 1, 2025. She serves as Managing Director of the Ed Snider Center for Enterprise and Markets at the University of Maryland’s Robert H. Smith School of Business and is faculty in both the Smith Business Leadership Fellows and Executive MBA programs.
Ms. Manger brings nearly 30 years of private sector experience to her academic and civic leadership. She was CEO of the consumer fintech startup New Wallet and previously held COO and CFO roles in the investment management industry, helping to grow two hedge funds alongside their founders - one to nearly $500 million in assets under management. Her finance career began on the equity trading desk at global hedge fund Caxton Corporation.
A strong advocate for economic opportunity through education, Ms. Manger applies real-world insights to learning. She has advised student-led startups, consulted on federally and privately funded entrepreneurship education initiatives, and served as a U.S. African Development Foundation subject matter expert. Her service on the Montgomery College Board of Trustees reflects her commitment to expanding access to entrepreneurial tools and education for community prosperity.
Ms. Manger attributes her resilience and adaptability to her U.S. Navy family upbringing and her early career as a professional actress. An experienced arts advocate, she has served on the boards of Olney Theatre Center, Adventure Theatre-MTC, and the Arts and Humanities Council of Montgomery County (twice as Chair). She holds a Master of Business Administration from University of Maryland, a Bachelor of Science in Economics from Virginia Commonwealth University, an Accounting Certificate from University of Maryland University College, and is a doctoral candidate at SDA Bocconi University. She and her husband Tom have lived in Montgomery County since 2004, where they raised their two children.
Trustee Marcia Brown Mintz
Ms. Marcia Brown Mintz was appointed to the 海角禁区 Board of Trustees for a six-year term by Governor Wes Moore. Her term begins July 1, 2025.
She is a versatile higher education leader with deep expertise in university governance and administration. Her experience spans a range of institutions and functional areas. She is the founder and principal of the Tournesol Group LLC, a boutique consulting firm.
Ms. Mintz served for a decade as Associate Provost at Georgetown University, where her portfolio included supporting the establishment and operation of the university’s School of Foreign Service in Qatar. Subsequently, in various advisory roles, she contributed to interdisciplinary program development, curriculum design, and strategic collaboration across schools and programs, working with faculty and leadership. She continues at Georgetown as an adjunct faculty member.
Earlier in her career, Ms. Mintz spent ten years at Cambridge Associates LLC, where she was a consultant and managing director. She worked with colleges, universities, museums, and other endowed institutions consulting, leading research, and authoring publications on topics such as financial aid, compensation, capital campaigns, and endowment strategy.
She began her career in academic administration at Harvard University, serving there for ten years—first at the Fogg Art Museum, followed by appointments as Assistant Dean for Faculty Affairs and Assistant Dean for Financial Affairs in the Faculty of Arts and Sciences.
Ms. Mintz holds a Master of Public Policy from Georgetown University and a Bachelor of Science from The George Washington University. She is co-founder and ex officio board member of the Georgetown Scholars Program, a nationally recognized initiative supporting first-generation and low-income students. She also serves as a peer evaluator for the Middle States Commission on Higher Education.
Ms. Mintz has deep roots in Montgomery County, where she attended public schools from kindergarten through 12th grade. She and her late husband raised their two sons in the area, and she currently lives in Bethesda.
